Default 95 zj trans problems

Ok ive done alot of research on the problem im having but i cant seem to come across a definate answer. My problem is the trans always starts in 3rd gear unless i manually shift it to 2nd. There is no 1st or OD at all. Ive read enough to know the trans is in limp mode. I pulled the tcm codes and got 21, 22, and 23. I know they are the od solenoid, tcc lock up solenoid, and the governor pressure sensor solenoid faults. My problem comes in where i cant figure out if i need to replace the tcm first or the solenoids? I found an update kit which has all 3 solenoids and wiring to make it the 96 up style for 150 bones. I just dont want to spend that when a jy tcm would work. Can anybody help point me in the right direction?

Can you up shift all 3 forward gear with the shifter?

yes i can get it to 1st by putting in N then quickly pulling it to first. Then i can shift to 2nd then 3rd.

I believe the 1995 still had the 42/44 RH transmission. I think the 1996 was the first year they went to the RE transmission with the electric governor. You may have a sticking governor valves on the back of the output shaft of the transmission.

It's a 42re that's in it. I bought the sensors cause my better half drives it and is tired of manually shifting so I'll try them and hope they work. I'll report back when I'm done since this is such a common problem.
