Default P1404 Grand Cherokee

My gf's car has been throwing a check engine code, 2017 Grand Cherokee with a 3.6. I scanned it and it brings up a p1404 code, I've checked and its a egr closed code so I went ahead and replaced the egr in it (the old one was pretty gunked up with carbon) but the code won't go away. When I scan it with my matco scanner it says the code is permanent and I can't erase it. I removed the battery and it still popped back up. Do you guys think there is an electrical issue or something else? I've been looking for anyone else with similar issues and haven't found much, it runs fine otherwise no rough idle or anything. Any help would be appreciated

Is your scanner bi-directional? Can you tell the pcm to open/close the EGR valve?

It may be blocked passages as well.
