How do you do this?
Most likely, it was cut out and redone with fiberglass. Some bumpers are pre-molded that way. Others are custom modified with fiberglass. It looks like it was cut out, recessed, fiberglassed, and then primered and painted.
Guys, no kit, or fabrication is necessary - that is a stock bumper that has been rolled.
It is very easy to do, and many have done it. Up close, I don't lke the look as muck, personally, but if I did a side exit I might consider.
All you do is pull the strap at the bottom of the bumper up a bit higher and re-attach it. see the following:

Also note - once it is rolled - you need to keep it rolled, - you will deform/crease the bumper.
