have you tried making a boostleak finder? (plug up the system and pressurize it, listening/feeling/monitoring for leaks). sorry, but im too lazy to read the first page again. but where does your boost gauge rest when the car is off and where at when idling?

take yourhose off the waste gate actuator, mark your rod where it goes in diaphram, get a hand held vacume pump with a gauge hook it up where you took line off on actuator, take up to 10psi or so, and see if it loses vacume, look to see if rod moved off your mark also.this should work but don't quote me.

another thing it could be which you already have set is the crack pressure on waste actuator, I don't know if your boost controller has this setting, mine wouldn't let me get the boost I targeted for until I set it up to 12pds then it boosted passed my target so I back off 1pd. to get 15psi holding.

To change the subject, on the blow off valve mine was leaking. got a ballon and attached it where pressure blows out. reved motor up and down, ballon started expanding under vacume. I think that i have bad b.o.v.
