MPG is going to depend on transmission, rear end ratio, and most importantly, your right foot. What trans does it have? Rear end ratio? Vacuum secondaries or manual on the carb?
Without knowing any of that I would guess between 8 and 16 city and 10-20 highway. But again, that is a guess. I own a 71 Dart with a 318, 727, and 3.23 rear with a vacuum 4 bbl though I haven't driven it in a few years...

Then you need to start checking the wires for power and ground at the flasher relay. You may have an open wire or fuseable link in the harness. I have also seen the turn signal switch cause some problems with the brake lights and horn too.
