Default Weak Ac problem, condenser fan not spinning

Hey everyone. I've got a 2014 Ram and I've tried my best to search for this issue but only 3rd gen ram information seems to come up anywhere I look. Anyway I have the 5.7 and I'm talking about the electric fan behind the radiator. The fan in front of the mechanical fan. It doesn't seem to work but when I put 12v to it, the fan spins. The issue I'm having is weak AC until i'm on the highway. Once I'm moving fast and after a little bit of driving the AC finally gets cold.
This electric fan is the condenser fan right? I haven't been able to find a relay associated with the AC condenser so it's driving me mad. Tehcnical information is hard to come by for this truck. Any help would be appreciated, maybe I'm way off.

Anyway, long story short. The electric fan behind radiator isn't spinning that I can see and my AC is weak until highway speeds. Thanks!

Looks like the fuse was good. I even swapped the Hac control head inside the cab.

It’s definitely the rotary shift ****, the 8 speed transmission. Is there any other info i can post that will help?

you could check for dtc as faults will set if the cooling fan circuit is open.

there should be power to the fan when engine is running and the ac is on
check the fan high speed relay...put your finder on the relay, have someone start the truck, listen and feel for the relay click as it energizes. If no click...got to find out why the relay isn't working.
