11 volts to crank sensor and no start

Default 11 volts to crank sensor and no start

99 ram 5.9.
Tests 11 volts to the crank sensor from the harness plug.
Power to fuel and asd. Relays check good when I trigger them with 12v from battery.
Pulled crank sensor and ohms are 1.00, then .690 when I trigger the magnet with a piece of steel.
Had this problem before and found a ground off it's bolt, fixed it, and the fuel pump fired when I turned key to on.

Now I have no fuel pump, no fire, but starter cranks. Headlamps, windows, locks, radio all work.

Cleaned the engine compartment grounds and the pins on the PCM with contact cleaner. Pulled the relay box up and looked for loose/abraded wires.

Cluster test shows "No Bus" and the CEL illuminates at the end of the cluster test.
Truck was equipped with a factory keyless entry, but now has no fob (I bought it like that). No chip key as far as I can tell.
Any ideas?
I'm not throwing parts at it. I'd like some diagnostic procedures to do, so I can figure out the problem.

Crank sensor should only see 5 volts from PCM......

Does the fuel pump run while cranking the engine?

You can get aftermarket fobs and program them.

Exactly, which is why it's odd that it has 11.

Fuel pump does not run when key is in on position. It can be be turned on if I jumper the locations at the fuel pump relay.

The fuel pump will only run for about 3 seconds after the key is turned on, unless the engine is turning over.

Unless the PCM SEES the engine turning over. That's the crank sensors job. If the pump doesn't run while cranking, then there is a problem on the circuit. Given that the PCM is handing out 11 volts there, I suspect the problem is going to be internal...... (I.E. replace the PCM.)

I think I'm going to see if there's another wire shorting into the crank sensor wire, elevating the voltage.

Check the connectors at the PCM.... they are rather notorious for crudding up, and causing some interesting problems.
