Default Alarm?

Do the 99 2.5l come with an alarm or is it an extra, my car locks with the remote, but sometimes when i get into my car my interior lights blink as if there is an alarm but there is no sound. every once in a while when i lock my car with the remote it will make a strange hum noise, sounding some what of a beep that is from a dieing battery or something. Any ideas?

the factory uses one of the two horns, locations vary by year ...

test lock the car by keyless with window down reach in and open the door from inside , that will cause the alarm to go off assuming it's the factory one
