Default noise in right front

About a year ago we bought our son a 1998 Avenger ES now its making a squeaky/clicking sound on the right front. It's on the outside when wheel turns whether moving or sitting. Think he's been driving ita little rough, it's his first car. We all know how that can be. Any ideas?

CV joint or Axle is likely ...
I'd also take it in for the ball joint recall ...

A cv joint or axle will do that when its just sitting and running too? I wasnt sure.

I misread it asmoving /turning it normally a CV will make noise when moving ...Sitting still no it shouldn't

Then whats the next choice. I had the cv joint thing before and it was just when movinng. Doing it even when its sitting and running has me stumped.

I'd check the tensioner on the serpentine belt....or the timing belt

Seems to be more on the outside by wheel. Isn't as loud inside with hood open.

Only other noise out that way is the evap canister and the solenoid that cycles it
