Default 1991 Dakota No Crank/No start

Hello!
Some help needed in finding the culprit for this!
I've tested quite a bit from watching videos so far but I've had no luck.
When I turn the key to the start position the lights on the dash come on but does not crank. I hear the Relay click. I can start the truck by jumping the the starter and it runs fine. I've checked all the fuses and relays and traced the wires they look good where I can see them. I installed a new battery and a new starter before testing anything. Any help would be greatly appreciated!

Check and see if you are getting power to the correct pin when you turn the key to start? (at the starter.) Given it's a new starter... chances are good the answer is "no"....

Make sure you are getting power thru fuse "B" in the fuse block under the hood.

Using this diagram, I have .04 with the black on the battery ground and the red lead on B
When I jumper A and D the truck will start

i have voltage on fuse B from this diagram.

Swap the starter relay with the AC clutch relay and see if it starts.

Same thing. No crank. The relay engages and I can feel a click.

Wiring diagrams I have access to don't label the pins on the relay. But, there should be one pin that is hot at all times, that runs thru Fuse B..... If the relay clicks, then the other side of the circuit is working the way it is supposed to.

from the looks of this diagram the B contact would be the live one. I’ll look into that tonight and follow up.

OK, according to this diagram the hot for the relay comes from fuse B and goes to “S118” then to the B connection on the relay. Any idea what the S118 is? I’m having trouble following those wires.

If you have the service manual, there will be a selection for splice/component locations....
