There is nothing you can do that is easy from the outside. If it stuck just try pry open the hood while pulling the latch. Try spaying WD-40 at the mechanism if needed. If the cable is the problem. You can try taking apart the hood latch so you can get to the cable it self. If the cable is broken your going to have to sneak in from the wheel well. Then try to find the cable and take it apart so you can pull it.

I have the same problem with my hood so I believe it is the hood spring that pops the hood up. Check the spring to see if it is corroded or doesn't move then you will know. To get you're hood open for the time just stick a heavy wrench or object between the grill and hood then pull the latch.

I decided to fix my hood problem today and now it is fixed. All I did was replace the hood spring lever that locks the hood into place. Pretty much all you have to do is replace the old spring with a new spring. Just go to your local auto store and buy one for like 5 bucks then screw it on to your lever piece.

Here is a photo of my old spring that doesn't flex like it used too.

ive oiled mine and it helps, sometimes i have to pull the lever and get someone else to go open it, or jam something in the lever in the open pos and get it myself
