OK get an FSM as soon as possible. There is a 95 and 96 fsm you can download in the FAQ sticky thread about half way down. The 95 worked ok for me until I got my 94 but there are differences. Bishko the OE publisher sells paper and CD versions still. $40 for the CD + shipping and it doesn't get grease on it. Just the laptop

OK Your post makes me think ASD relay. IDK a lot but the relay box is above the splice and apparently the ASD and another relay are the same so if one works you can swap it over to the other slot to see if that is the problem. Other guys on here know a lot more than I.

I wish someone would tell me how to take preventative measures to keep that splice from going bad like it does for so many others (I've asked a few times). Mine has never been a problem but I'd like to keep it that way. And not fully understanding exactly what the "splice" problem is I'd like to do something about it before it claims me as another victim. I just know it's in the harness leading up to the fuse/relay box.

You replaced the engine wiring harness?! Are you sure the replacement harness was good? Otherwise this is above my pay grade.

Yes engine harness is good ohm wires before putting it on.
I have power on pin 30 and 87 and 85 but not on pin 86 on fuel pump or ASD when switch is on or turning it over.shouldn't I have power when starting??

Does the fuel pump prime when you first turn the key on?

PCM will only energize the ASD and Fuel pump relays for about three seconds at key on, after that, it needs to see the engine turning, via the crank sensor. If you get the prime, but nothing while cranking, that sensor is the first thing I would check.
