There or lots of upgrades you can do, but for the low budget in mind, you can look at these easy end user upgrades:
K&N OEM replacement air filter
custom ram air intake - located in our DIY thread stickied on top.
SuperChips tuner
Fastman throttlebody
Anything past this point will require more mechanical know how and equipment to make upgrades.
You mention tires. What size stock tire rim do you have currently?

You can also look here for intakes

Or even look on ebay for a cheap bolt on intake..
As far as Mufflers.. Its up to how you want it to sound. Most go for the flowmaster 40 type.. Personally I went with an ultra cheap Cherry bomb turbo 2.. even if I have to replace it in a year it was only 20 bucs and 40 to install.
Tuners, you'll probably want to go with a superchips 3715 or 3815 3815 being the newer model.. Not sure of the differences though.
Tires - I think the max on a stock rim with no lift is around 31x10
Just start in the 1st gen durango forum and read posts. There is a huge pool of info in here.

Also you can replace your headlights for clear lenses and/or HID. Install ne shocks all around, efan mods to keep your D cool during the summer months all sorts of things. Just do an advanced search for more details.
Check out my garage, I did Cold Air Intake Kit, new headlights/parking lights, ram air scoop and wrapped the A/C Lines with insulation tape. Read my signature here and you will see some of the stuff I added. The above listed items were reasonably priced projects and right at around $200 for all five projects. ($250 if you included the shipping/handling charges for special order items) Welcome aboard!!
