check the combination flasher, it controls the flashers and when it goes it could cause this, and i believe the part costs $15 so its not an expensive thing to try

It is located in the dash fuse panel very bottom and is square (at least for the 1998-1999).

check the wiring, look for broken insulation, frayed wire, loose/broken connection, bad ground, dirty ground, and then check to make sure all the bulbs are making contact, also make sure that the blinker filament in each bulb is still good, i would be surprised if they were all bad, but anything is possible.

the other thing to check is the multi-function stick which controls directionals, wipers, washer and high beams it could be bad and not sending the right signal out the wires

So you replaced the Multi-Flasher and it still doesn't work?

Next check and relays and fuses or it could be a brake light swtch. Lastly if everything checks out and power is going into the CTM and not coming out then it is the CTM but a test of voltage should be completed.

Also check your trailer plug.
