OK guys,

I would get under there and remove the filler. Maybe the vent is plugged or there is corrosion in the larger filler tube or smaller vent tube.

No there isn't any check valve or anything like that, it's a straight shot down into the tank. However if everything is good then I would think the problem lye's with the angle of the larger filler tube and the tank. If the rubber hose into the tank is flat then as the fuel aerates during fill the pressure comes up the filler and throws the vacuum breaker on the fuel spigot therefore turning it off.

For example, when I'm filling my tank I have to pull the spigot half way out to relieve the back pressure and keep the pump from shutting off.

Yup... As I said before, I rarely have trouble fueling my vehicle, it's only at some gas stations... And usually pulling the nozzle half-way out solves the issue.

If you guys are having trouble fueling at every single gas station, all the time, there's probably something clogged.
