98 Durango won't start... please help...

Sounds like you've got some kind of electrical issue still. Check the battery cables for corrosion that may have wicked it's way though them, and check the connections at the PDC under the hood too. It wouldn't hurt to check the connectors on the PCM either to make sure they are making good contact.

I put new battery clamps on when I installed the new battery. Can something that has a 5v source be grounded and causeing the OBD port to no be ready by my scan tool? I'll check those connections you mentioned when I get home tonight. I honestly believe that something shorted out when I tried to start the vehicle with my battery charger.

Hey there, disconnect negative cable on your battery..take your PCM (Not ECM) out of the truck..fairly simple job..Go to a local junkyard that accepts returns and get an used PCM make sure the numbers match (I picked one up for $75) install the PCM connect your battery start drive and be happy! I wasted $825 parts and my own time replacing everything that wasnt broken..dumb dumb!! All started from a dead battery.

You will find it on the passenger side inner fender well. It has three plugs and three bolts, it was fairly easy to remove. dont forget to disco your negative batt cable ESPECIALLY before you put the new/used in and be cautious not to cross your terminals ever as this alone will fry your PCM (ask me how i know this )
