Default New Issue 2000 5.9 46RE instant3-4 shift

SO awhile back I did a fluid replace, filter replace as well as adjusted both bands as stated in the Service manual, I was noticing it was shifting kinda early from 1-2 and then 3-4 . I checked the TV (I think it is called) Adjustment it was set to Loose or to far towards throttle lever so it was giving the transmission the Idea the Throttle was not as far open as it was
I finally got that set correctly and now the shift from 1st to second is perfect and from 2-3 is perfect and it kicks down exactly as it should, But ( I am usually driving in town so have OD set to off) once it shifts to 3rd withing maybe 250 MS it shifts to 4th
What could be causing this to do that I would expect it to wait at least a second or 2 It has done this then withing about 1 again went back to 3rd then to 4th but the second time I expect it to be in 4th
It just seems the 3-4 shift it is confused or something
All other shifts feel great no slipping nice solid shifts , Reverse works awesome I am just puzzled by the weird 3-4 shift issue, this is the same be it cold or after driving for say 10 min and at operating temp with outside temp in the 90° F area so I know it is not a cold transmission issue.
It may be nothing but I want to be sure.

That's normal. PCM will engage TCC VERY shortly after it hits third. Even if you have O/D enabled.

Ok cool I figured you would know what I was referring to I feel so much better knowing nothing is wrong,
One other question since it only shows PRND21 There is no way to have it stay in 3rd only, If on a steep windy road at a speed of about 35-40 MPH

It shouldn't shift into O/D until you are above about 42mph....... Either that, or just poke the O/D off button. Then it's disabled until you press it again, or, turn off the engine, and restart.

I have yet to go anywhere where we have needed to have the O/D enabled . I hope it still functions when I finally am able to use it LOL

It's 7 miles into town for me, I hit O/D about two minutes after leaving my driveway.
