The pulley doesn't balance the engine, that is correct. However, it does dampen harmonic oscillations on the crank shaft. What happens is waves travel along the crankshaft, parallel to it's rotational axis. If nothing absorbs that wave, then it will reflect and meet the next wave traveling in an opposite direction. This is obviously the need for the harmonic damper. It has rubber along the inside to absorb the slight waves. If your rubber degrades over time, as it has an awful tendency to, the waves cease to be damped and can actually get so violent that it tears the rubber out of the actual pulley. I've seen it happen.

On a neon?

And again, I have seen thousands of miles put on neons with UDP's with no problems, but if you wanna say we shouldn't put them on, fine. But I will continue to take advice from other people in the neon world who have been doing it longer than me.

because we all know the neon community is the pinnicle of automotive know-how including harmonic oscillations along the crank

I don't use the advice or info for all automotive know-how, just the neon. What I drive!

so the opinions of neon drivers are more important than the basic principles of engine dynamics?

That's understandable, however, I fail to see the reasoning of just getting to know one type of automobile. There are so many shared parts and theories amongst models and even brands; there is no reason to keep a closed mind and not try to further your learning.

No, but their lengthy experiences with building, racing and working neons does. I don't know how many times I have to say it...the UDP has been proven not to hurt/reduce the neons engines life.

I won't be working on other cars, so why the need to learn about them? Some facts maybe, but I'm not concerned with learning about them.
