ok psssst try this for me...

take you multimeter out to your car, and disconnect the clip to the coilpack... now put the red lead into the middle wire and ground the black lead to the car... put the key in the run postion, the middle wire should read 12 volts, or close.

then take a test light and insert it into one of the other two outside wires, making sure to ground out the test light wire to the car... then have someone try to start the car you should see the light flashing at a steady rate while the car is trying to turn over... make sure you test both of the outside wires...

If you do not have a flashing light or 12 volts then go to your pcm if you have a....

95 test pin 1 and 21 with your test light this is where the wires you just tested at the coil pack connect to the pcm see if anything changes... then check pin 11 to see if there is 12 volts.

If you have a....

96-99 test pin 2 and 3 with the test light, and i cant figure out what the 12 volt feed is on the harness... sorry. but you will be testing the left plug in your pcm.

do that and see what is up...

No, you put the other end of the test light to the POSITIVE side, not the ground for testing the two outer wires. And input to the coil should be between 10 and 11 volts usually.

a test light will work ether way... it would just be easyer to stick the pointed end in the harness and then ground the clip...

No, you have to put the clip on the positive side, the PCM sends a ground signal through the black/gray and blue/tan wires.

Usally resistance will give you heat. check the connection and make sure the contacts are clean. For the no start condition i would just go thru the wiring and make sure the grounds are good. Try and narrow down the problem some how.

a test light will work ether way.If your useing a volt meter the voltage will read negitive if the polarity is switched.
