Actually a thinner oil would work better. 5W - 30 flows better than 10W when cold.

Both of my Neons, 96 and 01 SOHC had the same tick when cold. I never did try the thinner oil, but probably should have. I did get 110K on my first Neon before I sold it.

it does go away after the car runs for a while. its a relief though to know its not something to worryabout. it is incredibly annoying though. thanks for the info.

also, im pullin some codes on the car.

12 - direct battery input to pcm was disrupted in last 50 key on cycles (do i have to reset the PCM?)
21 - 02s sensor problem (oxygen sensor), upstream or down stream

any idea how to fix these.

Yes, a thinner oil does flow better but it doesn't coat the rockers and valves as well as a heavier oil. In the winter you should probably use a heavier oil.

But yes, all Neons have a valve train tick. There really isn't much you can do about it some Neons are louder than others. If you experience performance issues then you can replace the rockers.
