1. at least 80% of ebay springs are just junk.
2. ever hear of coil overs best of all worlds...they just cost a bit more lol
3. if its suspension dont buy cheap...you'll regret it and end up buying the right stuff anyways...losing more money then in the first place...and like said...if it cant wait just cut the springs...but this also leads to a very harsh ride

are u tryin to get the rear sway or the front ? cause unless u have a rear sway u gonna have a hard time finding the mounts for the struts. mopar stop making the mounts. and if u go with a sway thats bigger then factory the stock mounts can break.

The neon I just bought has Skunk 2 springs purchased from ebay. They are on par with eibach sportlines. Ride is no more bouncy than any other lowering spring. The strus have held up weld to the bumpy road around here. I have konis in the garage if they go south. Something you should strongly consider with any lowering device are bump stops. Will help absorb the shock of bumps, and give more life to your struts.

Cutting springs can prove to be dangerous. Lowering your car cannot be that serious.

I think anyone that wants to cut their springs on a Neon is asking for trouble. I had my rear struts and springs apart last week to replace the upper mounts, and there are no dead coils to even attempt to cut these springs. Under no circumstances should anyone cut their springs on these cars, you're playing with fire.
