i have lowered neons any way you can think.. my last setup was a dropzone n1 coilover system wich was the best ride i ever had in a neon lowered. i could lower the spring or just the strut or both i could also adjust dampening...... best bet is a good set of eibach spring.. limited money cut them about a coil off the bottom end.. or if you are coragioues heat them..... like i said i have done it all.
