what would make my neon blow black smoke when i shift?

build up of oil in the cumbustion chamber. black equals oil white smoke equals water/coolant.

Black smoke generally means to you are too rich, ie. FUEL. Blue Smoke is oil. Blue smoke on IDLE probably valve seals. on shift either rings if blue but generally black on shift means excess fuel. SO If you have mods like bigger injectors for cams or what ever then you may be too rich at times. Check your AIR FUEL mix.

what about white smoke? thats water right.my friends blew out white smoke when idleing to long,whats that mean?

White is water or moisture, you will have this when it sits idling for a while in cold weather especially. It is normal on start up in cold weather or idling for long periods in the cold, just like water drops coming out the tailpipe in the same conditions is normal, but not after it has reached operating temperatures.
