if you have 3k to spend, u might be better off rebuilding the engine you have, or find another DOHC motor and building it up, then swap it when its ready. you can get performance rebuild kits on http://www.modernperformance.com, or http://www.howellautomotive.com. the rebuild kits cost anywhere from 1000-1200, each for the top and bottom end. that way if u do that, your engine will be able to take alot more abuse..if or when you turbo it...15-20psi you can run on a fully built 420A without problems...u maybe can go a few pounds higher if you decide to take it to the track one day A friend of mine has a fully built DOHC sport boosting 27psi with a HAHN stage 3 turbo kit when he takes it to the track, and running low 10s in the quarter. so its all up to you man, if i was you, rebuild the engine you got, then you wont have to worry about no electrical rewiring and tracing down shorts and all that other crap.

fourth just out of couriousity is it possible to make my front wheel drive neon rear wheel drive?
If you have enough time, money, fabrication/welding skills and want to do alot of troubleshooting, then yes it's possible.

you can run on a fully built 420A without problems
Too bad that ISN'T what is in our neons!!

hes right its alittle out of your price range to build one up after spending about $1200 for someone to install it or more for an srt4 swap you may be hard pressed to find an srt4 motor in your price range. however if you find a good sohc motor and put it in to your dohc you will up your compression and ive noticed they give nice power for very little money however going turbo would no longer be an option.

You think they SOHC motor is better for a turbo than the DOHC??

that would be the part about the turbo not being an option. however the sohc does have some good qualitys. but dohc would work better with a turbo.
