coil pack mounts to the valve cover...
did you remove the timing cover and everything inside.....if not then it might be getting stuck on the inner cover, one of the pulleys need to be removed and there are a few small bolts in there....it is common to over look these....

the cam shafts are still on the head. do i need to remove the cams to pull the head off?
i shredded my timing belt, so i removed everthing on the left side of the engine;timing belt cover, both inner and outer, cam gear, idler bracket and the dampner. also removed exhaust and intake manifolds .

ok im lost here.....the head bolts were removed, but the cam(s) are still in there????
im goin to assume that its a sohc......maybe the sohc is different that what im thinking and you dont need to take the cams out to get the head bolts off...but i thought you did[&:]
and yes the coilpack mount bolt goes into the valve cover..then into the head....but in order to have the head bolts off, the valve cover(and all bolts) would have to of been removed
