cold air intake as stated above from a 89+ caravan, or 90-93 taurus 3.8l, should run about 5 bucks for the tube from a junk yard since noone buys these things but us neon guys, then a k&n or the like.
TTI header is also a good choice, reasonably priced at about 150-200 bucks if i remember right.
no power steering, a/c, that is easy to do just take the belt off lol.
atx throttle body from a 1st gen neon as stated above is way cheap, tho i did not see a real great gain from it when i did the swap, but a 96+ cherokee t/b, now that is a cheap upgrade, 60mm, and is a DIY and takes about 1 hour with a dremel.
mil the head down a few thou, that will increase compression which is good and cheap as well 50-150 bucks.

true, but if you remove the lines and not loop them, i assume that is what you are talking about, then the rack and pinion will lose its lubricant and will cause a problem later on. it really is not that bad in a neon. i had my belt off for a while, then i just got rid of the whole pump and looped the lines, made it a little easier, but then again, i am a big boy, lol
