Default Engine Roar-No shift until 2200RPM

I'm new to the Dakotas, have an 02, 3.9L,Auto. After engine and trans are warm, engine still goes to 2200rpm before it shifts out of 1st and 2nd. This is with a light foot. Engine roars and there is a hard shift. Also, driving interstate, cruise set to 75, any small incline, transmission down shifts and rpm's go from 2000 to 3200. Also loud roar. New dist. cap, rotor and new plugs. Milage at 70mph, air on, best has been 17mpg. Any ideas, or is this normal? Thanks in advance for any ideas.
Steve

Yup. Bought used, with 54000 miles. It's Ext. Cab and I paid $6500. Think I got a good deal because it's mint. Soooooo, what does buying used have to do with the engine roar and milage?

Check the throttle pressure cable at tb if its binding or out of adjustment it will cause this. there are others too but the cable is most common
