Default wig wag headlights

I am a volunteer firefighter and attempted to install wig wag headlight flashers. when i was done with the flasher off the drivers headlight while set to low beam both filaments were lit until i selected high beam and the low would turn off. the passengers side works fine. does anybody here have wig wag flashers in their truck or another vehicle that might be able to help me?

im sure it possible... i checked the headlight wires with a test light to make sure i had the high beam wires. but when i looked into what was causing the problem i disconnected the power from the battery and the wig wag unit was still getting power (coming from the passenger high beam wire even when low beam was on) which is wierd because there should be no power at that wire while the high beams are off. i have e-mailed galls tech support and have yet to hear back in their claimed 24 hour period. any ideas???
