The POR-15 isn't hard, of course easier with a lift, but what isn't?
As long as you can get yourself under there enough to scrape off the loose rust and get a paint brush in there to paint it on you should be fine. THe hardest part I think will be getting the top of the frame, but since you have a body lift on it you should have 3" in there to get a wire brush in and a paint brush.

I have heard some people think it is difficult to work with but I didn't find that at all. Messy yes, if you get it on the concrete or your hands it isn't coming off.

For the shocks, I jsut changed mine and you dont even have to remove the tires. The front ones are uber easy and the rear ones just require a bit of elbow grease.. once you get tehm off, make sure you put Kopperkote on the bolts before you put them back in so its better for next time
