Daytime running lights switchable?

Daytime running lights switchable?
I have a 2000 Dakota. In Canada daytime running lights are always active in the US version not. Is there a simple way to just reprogram a controller to switch this feature on? Or does it need some extra parts like relays to be activated? Answers to this questions can be found here but always for newer and different models.

It would just be for increased visibility to other drivers for better safety.
I would also like to figure out how to turn them on. Except I would look into rigging my parking and fogs to turn on instead. I'm with Mag the Ad on this one. I'm thinking about adding some LED accents to my headlight assembly and I would want those to be on as well.

What i'm thinking about doing, is getting those $25 driving lights from O'Reilly's, and putting those on the lower valence somewhere, and connect them to the factory fogs via relay, triggered by an on-off switch in the cab somewhere (factory fog switch would be nice, but it dies when high beams are on). Then take the wire triggering all 4 fogs, the parking lamp wire, and put a DPDT between them, actuated by ignition_on. That way, if the key is on, the parking lamps and factory fogs are on. Then, i can flip the cab switch on, and have the driving lights as well. Plus, it will keep everything on when high beams are on, so i'll have high beams, fogs, and driving lights (6 lights total).
I'm just not sure where to put my switch for driving lights. In my old truck (1977 GMC), I got an ashtray from the junkyard, and screwed a cover on it, with 3 switches in it. That way, if I put the ash tray up, you didn't see the switches. But my ash tray in my dako is broke (won't open), so that won't quite work.
