Tried it with bulb out and same results. Relay clicks and dim light. I still don't get why the relay clicks though.

The relay should only click on and off with the switch.

When you say "clicks" do you mean repetitive clicking?

Check fuse "H" in the PDC. Make sure there is no corrosion. It feeds the relay and the fog lights. The ground for the relay is via the PCM, that's how it turns on the fog lights. You can also swap relays around to see if the trouble follows.

When I touch the ground jumper, it clicks and then when I take it off the bumper, it clicks. It's not constant just when I touch it and again when I pull it away. I will check the fuse and try swapping relays and post back thanks

Ok guys still got the relay clicking when I jump the ground to the bumper. So here's some pics, I don't know where these grounds are but here's the front of the truck:

Is this the upper rad support that is supposed to have the ground on it?

The plug

Here's behind the bumper in the fog lights location

Here's the passenger's side

It goes under this splash shield

Here's a pic inside the splash shield

And this is the ground area for the battery..anything look odd? I am not sure never dealt with the wiring on these trucks before

I bought the truck with an aftermarket switch already in the dash that looks factory so I might just wire them to that. I was gonna wire up some fogs behind the grill but I might just wire them up seperate with a fuse.
