The switch becomes live when the ignition is on / engine is running, but the problem persists. Running a live wire to it made no difference as the one already there was live once the ignition was on.

Some of the terminals become live when the key is on. Such as for the little LED that lights up or the power windows - the door locks are ALWAYS hot. Makes sense as you'd want to unlock or lock the doors with the key out.

Verify pin 9 has power, always. It's a solid red wire, no stripes.
