Default pulsing radio

my 1999 dakota has a pulsing radio. I checked voltage red/white wire 10.5 volts the blue wire 5 volts. This seams to be a voltage regulator issue. Do I need a new PCM or can I install a voltage manager to control voltage now.

Welcome to the forum!

Where did you measure these voltages? At the radio? Is it a factory radio? Do the lights flash as well?

What do you have across the battery terminals, engine running?

On a 99 the constant 12 volts wire is red/white. The accessory 12 volts wire is either solid red or may possibly be pink. There are no blue power wires in the factory radio harness. If this is a factory radio and it is pulsing off and on it most likely is a bad radio. You need to unplug the radio first and then check the power wires. Also check the ground wire. If you are using the factory-installed braided ground strap, you should change that and run a new ground wire from the radio down to one of the kick panels. Ground it under an existing factory-installed screw or bolt. The factory braided ground straps become contaminated over time and are not a good ground for any radio, whether it is factory or aftermarket.
