Your '02 Dakota has electrically controlled actuators, not vacuum. There is a way to recalibrate the actuators but I can't find it in the factory manual - even though it tells you where it should be it isn't there.
I've heard you can also disconnect the battery for about 15 minutes and then the system will "relearn."
