I think it's going to rub sometimes, but it probably won't be too bad, especially if you get wheels with close to the stock backspacing (but I'm not exactly sure what that is).

What Humber do u have on ur truck and wud it fit an 03 what do u have for lift and tires and wheels

It would probably be better with a body lift, but it's hard to say if it would still rub. I'm pretty sure others here have run 33s with a 3" body lift and had good luck. Hopefully, they'll chime in here with their experiences.

My bumper is home made (by me). The lift is all custom (SAS with leaf springs), also done by me. It's probably around 7" over stock, but I haven't actually measured it. My goal was to reliably clear 35s, but not be any taller than necessary, which worked out great. BTW, the tires in that picture are 33s, but it has 35s on it now.

I have chrome front and rear bumpers Is their any way I can paint them black

You would have to remove (or at least sandblast) the chrome if you want the paint to stick. Your best bet would probably be to trade somebody.

Probably. It's worth a shot. At least you can peel it off if you don't like it.

No. That's one nice thing about Dakotas. They don't look stupid with a body lift like so many other trucks do.
