Default New headache, Leaf spring shackle bolt is stuck

My leaf spring shackle rusted and broke. The whole bolt was rusted to the point I had to cut the but off. But now, the bolt is stuck.I've hammered, blow torched, PB blasted, sprayed with a freeze spray. Nothing, won't budge at all.

Any suggestions? I bought an air hammer tonight that I'm going to try tomorrow morning but any other suggestions would be fantastic.

Thanks

Can you get a blade in between the spring and the shackle to cut the bolt. Once it drops you could press out the old bushing.

Yes, cut the bolt and burn out the bushing.
