I have never replaced a timing chain so whats with all the heavy chain rust.

Cant be good looks like new chain time I would also say your engine case is not breathing properly

Looks like the timing cover gasket has changed on the new ones. 53021231AD is the new part number, and has a couple O rings and a smaller gasket, but it uses RTV instead of the gasket that is there in my picture. I would rather have a gasket then RTV.

I don't see any rust. That looks like the color of the metal. Can't see how it would rust, always being bathed in oil

What's wrong with your current timing cover? I'd go with gasket and maybe a little RTV smeared onto the gasket, both sides. If you can't find OEM gasket, use Felpro found at most auto parts stores.

I like new always if available but used is ok also depends on whats available and then the price.

New cover, is a brand new part number from Mopar, is $340. Not doing that, I am getting a used one with low miles on it and using the same metal gasket as opposed to the O rings and RTV.

I reused the o-ring on my '00 and new RTV. No problems.

I got a used Cover, and going to put a new gasket on. I need to find the Miller tool, or see if this Cal-Van tool set will work installing the pulley.

So I thought I would share. I got a salvaged timing cover. So stripping it I pulled the front seal out and noticed a bunch of sludge at the bottom of the opening after I got the seal out and I noticed this notch or whatever. So I got my original cover and did the same thing and had the same issue.
