My 1999 Dodge Dakota Sport has no climate control unless you move the AC compressor relay and the blower motor relay and you jump them can someone tell me how to correct that

You have two separate problems.

For the a/c compressor, I would be you are simply low on charge.

For the blower motor, need to find out where you are losing power.

There should be a 10 amp fuse in the junction block, under the dash, for the HVAC relay and compressor clutch relay.

Side of the dash. Open the door and you should see the cover to the panel.
