P0118 code and temp gauge issue

So I went to the first Pick & Pull and ALL the 98 modules had been stripped out, so I didn't even drive the 25 miles down to the other one. I figured that if the modules were gone out here, the yard in the city had already been picked clean.
Another problem has reared its ugly head. I am not sure, but I think this truck came from the bastion of Left Coast Lunacy known as California. I can't find an emission sticker anywhere, but seem to remember a work order slip from San Robles or someplace similar in 98 or 99.
If that is the case, I have a better chance of hitting the lottery than finding a module locally. Is there a way to check what emissions this truck was built with? Is there a sticker somewhere I am not looking?

California emissions will have 3 cats and 4 O2 sensors. 48-state varied between 2 and 3 O2 sensors with a single main cat

I finally found a PCM on E-Bay that matches completely. I should have it by next weekend and can install it then. Assuming everything works and I get no more trouble codes, what is involved in the re-flash?
Is it dealer only or can my BIL/family mechanic do it? What is a reasonably price range that the dealer would charge? How long will this take and what info will they need.
I would much rather the BIL be able to do this. I know and trust his work.

The replacement ECM arrived yesterday and I installed it. NO change! Same code and results. I talked to the BIL/mechanic, and we agreed that two ECMs failing the exact same way would be astronomical odds. So my original ECM went back in.
I tried ringing out everything again and got good numbers on all points, until the ECT connector pulled itself apart. I put it back together and drove into town to pick up the grandson. On the way back the temp gauge kept trying to work, as in it would read for a minute and slowly go back to dead cold.
After dinner I took the old connector pigtail that I used to test the ECT and hooked it up to the ECT wires with some jumpers. EUREKA!! Temp gauge works, codes cleared and NO lights on the dash. Tomorrow I will solder and heat shrink the replacement in and be done with this debacle. The BIL told me I did my due diligence and it would turn out to be something simple/stupid that fixes it.
The good news is that I have 30 days to return the other ECM.
