I definitely have an electrical issue. Last night I checked my battery with a voltmeter and it told me I was at +10 volts, when I checked again this morning it was showing a bit under 8 volts. I just checked a few minutes ago and I'm still at a high 7 volts
It's my understanding that O2 voltage should fluctuate between zero, and 1 volt on the signal return.... If it's fixed at 1.2 and change..... Does the engine actually stay running with that sensor unplugged? Does the readings on the scanner change?

Nope, my truck doesn't stay running with it unplugged it runs for about 3 minutes and dies. It won't start back immediately, I have to wait for a bit.
