How much HP could I expect?
Oh, you can put a turbo on your car, you just can't crank up the psi very much. Still, Can we at least all agree that ANYTHING that you get over stock HP is a good thing, even if it's just a few HP.

The car would last just fine. You would need to build the bottom end to run any serious boost (past 8 psi).
On an auto transmission, you would have to baby the throttle. Anything close to the 200 whp marker will blow it up. It is safe, as long as you baby it and don't throw the hammer down.
I know I am not graphite... but I hope my answer accounts for something.

Think of it tis way... 10psi in a mountain bike tire and 10psi in a 18 wheeler tire. Same psi, but alot more more air to make that psi in the truck tire. Same with turbo's... bigger turbo flows more air. Basic internal combustion knowledge will tell you that the more air and fuel equals more power.
so with your set-up, one would be fine in an auto transmission neon? or would you really have to "baby" the throttle and not be able to go to the strip every so often. i understand that the engine can handle it but what about the transmission, im sure that many of us here have ATX and would some time down the line like to turbo the car. i personally dont think i will do it any time soon, but i do want to do it and would like to learn more about this.... the reason i like your set up is because you didnt run MS or anything
Do they make shift kits for a Neon ATX? I'd think that would help. Also, if you can get heavy duty clutch kits and bands for the ATX that would also help. I know with the T350 trans and Power Glides(Chevy auto trans) you can get heavy duty internals to really beef em' up. You might check to see if they make anything like that for a Dodge ATX.
