Default 03 sx 2.0 starting problem

I have an 03 dodge sx 2.0 (neon) and it is not starting. When I turn the key all the lights go on but it won't turn over. I have already replaced the battery as that is what some friends told the problem was but it is still happening.

Make sure all your grounds are connected. Do you hear clicking when your trying to turn the engine over?

check all you fuses under the hood, this happened to me also. i can't remember which fuse it is so just check them all. i believe its a 20 amp fuse. this should fix the problem.

when you try to start it does a solid red light that is in a shape of a circle come on the right hand side or the dash and stay on? if so then your key needs may possibly need to be reprogrammed. thats kind of a long shot but might be the security issue if you have a sentry key. but i still think it could be a fuse. sometimes they may look ok but in fact are not.
