I think he is referring to the Cowl? But then again... I'm not sure.

The cowl is the big plastic piece behind the hood and below the window, where the wiper arm motors sit.

I actually found one picture of my car where it shows the cowl; highlighted in red for clarification:

How can they give you .3 hours to do the work if they want 30 minutes for the stuff to dry? Am I missing something here?

They charge a 1 hour minimum for labor, as most shops do. 0.3 hours plus another 0.5 is still less than 1.0.

Ahhh okay that makes sense. I thought it was saying .3 with the drying included.
