Default oh what to do, what to do

I found a 96 4x4 Cummins on craigslist for 2500$. Im buying the truck as a "project truck". It is in rough shape. It has 250,000 miles on it. I offered 2k. The truck hasnt been registered in years and has 1800$ in registration fees. I attached some photos of it. I will be doing a complete paint on the truck regardless but this truck in particular needs some love before it would be ready for paint. Both bed panels need to be replaced. I can get each panel for 405$

Thats what im leaning towards. my parents would probably kill me but what they don't know won't hurt. I have a 97 1500 right now. I have put some $$ into it. Complete repaint, new flooring, speakers, sub ,amp, and other small things. But I caught a case of the cummins and now I want a new truck. I plan on fixing this thing up to the point of driving it. Then sell my 1500. Some things I have planned to do, Undercoat the frame, Replace all bushings with an energy suspension kit, new tie rods, ball joints, complete brake job, all new hoses and belts, thermostat, water pump, ac blower motor, heater core, glow plugs, and all the obvious body work. Then there is the interior...

1800 dollars in registration fees???? What's that all about? They want you to pay for all the plates that the then-owner didn't?

I think thats part of the reason they are asking 2500$ because the 1800$ in registration fees. I was going to look into see if I bought it from a lein sale if I would still have to pay all the fees.

why can't you register it in another state (a non-reciprocating state) and then register it back in Cali? if you're not screwing the gov't, they are screwing you..
