What is so difficult about carbs?
and what is the issue?
they are relatively simple devices. you have a throttle butterfly or slide, a needle and jet to meter fuel for the throttle, an idle jet, a float or diaphragm with another needle attached to meter fuel into the bowl for the idle and throttle jets, an intake and output side... only about two gaskets in the whole thing. maybe an extra oring or two...

most common failures in them: piece of dust gets stuck in the idle or throttle jet and makes it fall on its face. float stops floating or the tab on the float gets bent to where it meters too much to too little fuel into the bowl... bout it really.

I'll add to your list of common failures: varnishing and needle valve seal expansion
tractor will only run at full choke, and at low idle(barely) anything in between it coughs and sputters and stalls instantly.
i pulled the carb, took it apart, and let it sit in carb cleaner for about 2 hours. used a paper clip, and a bread tie to clean out the jets, and other orifices.. gotta go get a overhaul kit and ill put it back together, and see if it fixes the issue. tractor sat for a couple years with gas in it. bowl was nasty brown...

Still runs though.
If it will only run with the choke on full you have a vacuum leak somewhere. So look at the gaskets for your intake manifold and make sure you get a good seal when you reinstall the carb.
Just a note: Some times you should not just stick the whole carb into carb cleaner. On some carburetors there is rubber parts that can't be removed that carb cleaner will ruin.

Yeah, that makes perfect sense......

could it be a head gasket issue? the guy i got the head from said the head gasket was new, so i used it.
