Check/replace fuse 9 in the fuse block on the side of the dash. Make sure you have power there. (ignition on.)

all fuses related to engine are good. i don’t even have an engine code after i replaced the crank sensor. still stumped. should i try a plug and play ecm? if so what’s a reputable brand/site to order one from?

Is there power at pin 85 with ignition on?

yes both relays i tested.

And pin 86 actually goes to ground????

That should power both the fuel pump, and the coil/injectors/etc.

86 is always grounded. no voltage ever.

86 is the control side of the circuit. PCM grounds that pin to activate the relay. If it always goes to ground, but you still don't hear the fuel pump run, (or, have fuel pressure at least) then something is wrong further downstream. Ignition off, or, engine not running, pin 86 on both relays should be open. Should only see ground there for 3 seconds at initial key on.
