It's a 2000
I really need to get this because on truck trader most trucks like it are going for around 20,000. I don't know if he doesn't know what its worth, or if he just really needs the money

Be careful with used cars. It may seem like a great buy then you find out later it was in a flood and there is mud in all the fluids. I got a great deal on my Ram but I'm pretty much sure it was it a flood. Didn't check everything I should of before buying it. Later the signs were clear. Moldy air filter that had turned blue, rusty radiator (most likely in the block too), rust in places where you just know it was sitting in water. Long story short make a list of things to look at before you go and look at it. Also just cause he says all he tows is motorhomes doesn't mean that's all he was towing. You also have to think about how he drives. Does he bang around the gears or drive it like a sports car. Just some stuff to keep in mind.
I'm pretty sure thats all he was doing because of the type of hitch. I'm going to have to cut off all of that stuff and weld on a pintle hook hitch. As far as the flood thing. I don't think so because I'm buying from a company, he has three of four trucks, and now with the housing slow down here in florida, he doesn't have all of them running, so he is trying to get rid of his older trucks.
I could see it being legit if it’s from a business. If the owner has fully depreciated it tax wise, got what he figures if fair use out of it, and has to show the sale price as income towards the company, they might choose to let it go cheap. I unload my work vehicles for next to nothing under the same circumstances.
Also, have you priced trucks lately, the resale is in the toliet. I get my personal vehicles at auto auction. Bought my Ram last fall, 01 quad cab 4x4 with 58k, and paid 10k for it. Last week could have bought the same truck for 6k. It's insane how low they are going for now. From what I've seen at auction, the heavy duty stuff is going low as well.
