Four year old thread?

Common problem. The headlights are wired wrong from the factory. Have been for quite some time, and they apparently aren't in any hurry to fix it. Couple threads of this nature around the forums, they can tell you which wires you need to switch to make them work the way they are supposed to.

Welcome to DF!

Changing the wires will also fix the slow transitioning?

Don't know. Will fix a couple of your other problems though.
