There is always going to be some draw, as the PCM needs power to maintain memory. Other sources are various lights that may stay on. (glove box, underhood) I think the derm (for the airbag....) is also always powered, but, would have to check to be sure.
So, when testing, yes, you will see voltage across various circuits, its the AMP draw that matters.... Need a meter to check it though.
