If your not connected to a thermostat, then yes, the fan will run 100% of the time (when the truck is on). Unless you have a manual over-ride switch there is no way for the fan to "know" if the rad temp is below XXX degs.

The fan will only stop running 100% of the time if;
a. Thermostatically controlled
b. A/C Clutch Controlled
c. Manual over-ride switch in the cab
d. Turn the key from RUN to OFF or depending on which line your tapped into, ACC.
e. Drain the Battery (but only if your alt is not working or it's running when the truck is turned off.)
